Gloria is a former Director in the Enforcement Division of the Hong Kong Securities and Futures Commission (SFC) and a former Superintendent of the Hong Kong Police Force.
During her tenure at the SFC from 2012 to 2024, Gloria led enforcement teams in SFC’s actions against listed companies and intermediaries involving corporate fraud, market misconduct, mis-selling, material non-disclosure, and the provision of misleading information.
Leveraging her extensive experience in both financial regulation and law enforcement, Gloria offers pragmatic and strategic advice to clients facing investigations or regulatory actions by authorities such as the SFC, Hong Kong Police, ICAC, and HKEX. Her unique dual background allows her to provide clients with invaluable insights and practical solutions in navigating complex regulatory environments.
With Gloria’s expertise complementing QReg’s robust licensing & advisory team, we also assist clients including listed corporations and intermediaries in conducting internal or independent reviews—whether self-initiated or regulator-mandated—focusing on internal controls, risk management frameworks, and the enhancement of operational integrity and corporate governance.
Before joining the SFC, Gloria served for decades in the Hong Kong Police Force, where she held senior leadership positions and oversaw large-scale operations and high-profile investigations into serious financial crimes.
Gloria holds a Bachelor of Laws and a Postgraduate Diploma in Law from Manchester Metropolitan University, and a Master of Arts in Public Order from the University of Leicester.
