Angela Wong worked at the SFC Fintech Unit, Licensing Department and Intermediaries Supervision Department of the Hong Kong Securities and Futures Commission from 2015 to 2023. With her legal practice background, she has over 15 years of legal and regulatory experience in financial regulation, SFC licensing, compliance, fintech and virtual asset (VA) regulation.

Background

At the SFC, Angela was the second-in-command to the Fintech Head and a key contributor to the development of Hong Kong’s VA and fintech regulatory framework. She was a primary drafter of key SFC regulatory requirements and policies relating to VAs. She played a pivotal role in formulating and drafting regulations relating to licensed intermediaries providing VA dealing and VA advisory services, distribution of VA-related products, VA trading platforms, VA fund management activities, tokenisation activities and other fintech activities. 

Angela also worked closely with the Hong Kong Monetary Authority (HKMA) on the formulation of regulatory policies relating to VAs and stablecoins.

In addition to her work in the Licensing Department, Angela served in the Intermediaries Supervision Department of the SFC, providing her with in-depth knowledge of the regulatory requirements applicable to securities brokers, fund managers and other licensed intermediaries.

At QReg Advisory, Angela provides bespoke SFC licensing strategy and compliance advice, advises clients on complex licensing and conduct issues, and supports traditional securities licence applications and VA uplifts. She has particular expertise in handling licensing applications involving legacy issues that may affect the licensing process, as well as managing sensitive regulatory enquiries with the SFC, including matters that may have potential enforcement implications.

Angela is a qualified solicitor in Hong Kong. Prior to joining the SFC, she worked in the Litigation and Regulatory Group of an international law firm.
