Clara Chiu

Clara was the Fintech Head and Licensing Director at the Hong Kong Securities and Futures Commission (SFC) before she left to set up QReg Advisory in 2021.
She is an iconic figure in the Hong Kong virtual asset (VA) sector as she was the designer, architect, and author of the Hong Kong VA regulatory framework. She crafted the pioneering Hong Kong fintech and VA regulations from 2017-2021, including those currently applicable to VA trading platforms (VATPs) and VA fund managers.
Her team at the SFC approved the first VA trading platform, VA fund manager, and automated wealth management platform licenses in Hong Kong.
Clara worked at the Intermediaries Supervision Department and Licensing Department, leading teams to conduct inspections. She also played a significant role in formulating various important SFC regulatory policies and writing some crucial chapters of the SFC codes and publications.
She represented the SFC in some Government and LegCo conferences. She is familiar with the practices of regulatory bodies and has an in-depth understanding of the implementation of regulations and trends of policies of government and regulatory bodies, including the SFC. She is appointed by the SFC as a member of the SFC Fintech Advisory Group. She was also a Board Director of the Hong Kong Securities and Investment Institute and is currently a Senior Fellow and Committee member at HKSI.
Clara was admitted as a solicitor in Hong Kong and England. Prior to joining the SFC, she worked at international law firms with a strong focus on regulatory enforcement cases and commercial litigation.
She holds a Master of Laws degree from the University of London, a Bachelor of Laws degree, and a Postgraduate Certificate in Laws from The University of Hong Kong.
